Region Legal Service Office Naval District Washington (RLSO NDW) held a change of command ceremony at its courtroom spaces aboard the Washington Navy Yard, District of Columbia on July 10, 2015.

Rear Adm. (select) Del Crandall, chief of staff, Region Legal Service Offices and assistant judge advocate general for Operations and Management, presided over the ceremony where Capt. Jeff Casler relieved Cmdr. DeAndrea G. Fuller as commanding officer of RLSO NDW. In his comments, Crandall spoke on the commanding officer’s unique role as “the one person who’s responsible for mentoring and developing all the people in the command, and the one person who’s ultimately responsible for the mission of the command,” Crandall said. “That’s why we’re here. We need to recognize that transfer of authority from Cmdr. Fuller to Capt. Casler.”

Fuller congratulated personnel at RLSO NDW for their contributions during her time as commanding officer.   “You’ve created new policies, improved our security program, created efficiencies in legal assistance, and built a culture of fitness,” Fuller said. “All of this is possible in such a short period because of the spirit of teamwork, leadership, and culture innovation of every Sailor and civilian at RLSO NDW.” Fuller will return to her duties as executive officer for RLSO NDW after three months in command.

In his remarks, Casler thanked his wife, sons, and guests, and expressed his anticipation towards working with RLSO NDW military and civilian personnel. Casler was born in Passaic, New Jersey, and received his Juris Doctorate and LL.M in International and Comparative Law, with highest honors, from the George Washington University Law School. His most recent assignments include serving as executive assistant to the judge advocate general of the Navy from June 2014 to June 2015 and as executive officer for Region Legal Service Office EURAFSWA from August 2010 to February 2012.

“I look forward to working with all of you to provide the best possible service to our clients, whoever they may be” Casler said, “and to do our part to execute fair and efficient military justice…”
