RLSO MIDLANT Holds Change of Command Ceremony

Region Legal Service Office Mid-Atlantic (RLSO MIDLANT) held its change of command ceremony aboard Naval Station Norfolk on August 2, 2019. The audience included distinguished guests from Defense Service Office Southeast, Navy and Marine Corps Central Trial Judiciary and Office of the Judge Advocate General.

Capt. Frank D. Hutchison relieved Cmdr. Hollis N. Simodynes as commanding officer.  Capt. Mark Klein presided and delivered the keynote address.

Klein welcomed Hutchison and his family back to Norfolk.  Klein previously served as RLSO MIDLANT’s Legal Assistance Department Head while Hutchison served as RLSO MIDLANT’s Civil Law Department Head and Staff Judge Advocate for Commander, Navy Region Mid-Atlantic.

Of Simodynes, Klein said, “Hollis was not acting commanding officer because she does not act at anything.  She doesn’t do anything halfway.”  “RLSO was in good hands,” Klein added.

For her last act as commanding officer, Simodynes authorized early liberty for RLSO Staff.  Simodynes will resume her prior duties as Executive Officer of RLSO MIDLANT.

After assuming command, Hutchison addressed his command for the first time.  He first thanked his family for their continued support.  He then focused on his belief that the diverse members of RLSO MIDLANT are a team.  “Whether success or failure—hopefully more successes than failures—we do it together.”  Hutchison concluded, “I can’t wait to get started.”

Hutchison graduated from the U.S. Naval Academy in 1994.  After selection for the Law Education Program, Hutchison received his law degree from The Catholic University of America’s Columbus School of Law.
