NLSC Junior Officer of the Quarter and Sailor of the Quarter

It is my distinct pleasure to recognize outstanding judge advocates and Legalmen for professional excellence and dedication to service. The following individuals have been selected as the Naval Legal Service Command Junior Officer of the Quarter and Sailor of the Quarter for the period of July through September 2015:

Junior Officer of the Quarter: Congratulations to Lt. Kate E. Tanner, assigned to Region Legal Service Office Northwest, Bremerton, Washington. During this quarter, Tanner was temporarily assigned as staff judge advocate for Naval Submarine Support Center.  Tanner provided top quality legal advice and command legal services to the Naval Submarine Support Center leadership, as well as the two submarine squadrons and 20 submarine crews.  Tanner engaged with commands on multiple high profile and complex legal issues, including investigations into allegations of serious misconduct and sensitive command issues. Tanner supervised the administrative separation of 33 sailors, assisted with nine non-judicial punishments, three detachment-for-cause requests, seven military protective orders, eight line of duty investigations, two special courts-martial, a pre-trial confinement, and helped commands draft responses to an 1150 complaint and a Congressional inquiry. Her outstanding coordination with Naval Criminal Investigative Service, Naval Base Kitsap Police, local police, and Child Protective Services resolved several complex issues to the Navy's benefit. Her impressive achievements make her absolutely deserving of recognition as the Naval Legal Service Command Junior Officer of the Quarter.

Sailor of the Quarter: Congratulations to Legalman 1st Class (SW/AW) Jeffrey N. Greener, assigned to Region Legal Service Office Mid-Atlantic, Norfolk, Virginia. As trial department leading petty officer, Greener supported two attorneys with a combined caseload of over 45 felony level cases at various stages of review and prosecution. As the leading petty officer and an experienced trial paralegal, Greener effectively led, trained, and mentored seven paralegals and two limited duty Sailors, and provided outstanding daily training to five first tour judge advocates, one civilian paralegal, and other department support staff. As the department career counselor, Greener successfully tracked two reenlistments and coordinated two career development boards. Committed to personal and professional development, Greener spearheaded the revitalization of the Handbook for Military Justice and Civil Law into Big Red Wiki, a digital interactive knowledge management tool. He currently leads 47 judge advocates, legalmen, and Marine Corps legal services specialists across the globe in the compilation and creation of the Big Red Wiki content, as well as the subsequent quality review. Greener's accomplishments and impressive achievements make him absolutely deserving of recognition as Naval Legal Service Command Sailor of the Quarter.
