RLSO NW Holds Change of Command

Region Legal Service Office Northwest (RLSO NW) held its change of command ceremony at the Bangor Plaza aboard Naval Base Kitsap – Bangor, Washington on Aug. 18. 

The ceremony was preceded by the RLSO NW Training Symposium, drawing personnel together from its five offices onboard four installations. Capt. Gary Sharp, Assistance Judge Advocate General (Operations and Management) and Chief of Staff, Region Legal Service Offices, presided over the ceremony in which Capt. Irve C. “Chuck” LeMoyne relieved Capt. James R. Crisfield Jr. as commanding officer of RLSO NW. Prior to officiating the ceremony, Sharp spoke to the command about the importance of mentorship in the Navy JAG Corps.  He also provided remarks that highlighted the exceptional careers of both the outgoing and incoming commanding officers.

During the ceremony, Crisfield spoke very fondly of his time in command, emphasizing the strong relationships and professional atmosphere that permeate RLSO Northwest. Crisfield has now returned to Washington, D.C., the site of his first duty station, where he will be capping off his naval career as a judge on the Navy Marine Corps Court of Criminal Appeals. LeMoyne just completed his tour at Navy Region Mid-Atlantic where he served as Staff Judge Advocate. During his remarks, LeMoyne shared his personal leadership style and command philosophy.  He also highlighted his excitement about being stationed in the beautiful Pacific Northwest. LeMoyne received his juris doctor cum laude from George Mason University School of Law in 1991. 

LeMoyne also holds an MA in Economics from the University of Virginia, and two LLMs, one in International Law and one in Advanced Military Law from TJAGLCS. RLSO Northwest provides all prosecution, command services, and court-reporting support to Navy and Marine Corps commands located within its assigned geographic area (currently encompassing the six western states of Washington, Alaska, Idaho, Montana, Oregon, and Wyoming).
