NLSC Junior Officer and Sailor of the Quarter

By Rear Adm. James W. Crawford, III

It is my distinct pleasure to recognize outstanding judge advocates and legalmen for professional excellence and dedication to service. I am pleased to announce the following individuals have been selected as the Naval Legal Service Command (NLSC) Junior Officer of the Quarter and Sailor of the Quarter for the period January to March 2013:

Junior Officer of the Quarter:  Lt. Kathryn A. Young, Defense Service Office Southeast (DSO SE), Branch Office Gulfport, expertly led her team as the sole attorney supervising a Legalman First Class and Limited Duty personnel. In addition to carrying a full defense caseload, Young stood up the training program for DSO SE. Covering an expansive area of responsibility (AOR) formerly composed of three separate commands, Young proactively used distance learning technology to minimize costs and bridge geographical distance. Her leadership and sharp legal acumen set the example for practice at the newly established DSO, where she built a record of successful, zealous litigation throughout the AOR, including Jacksonville and Pensacola, Florida; Gulfport, Mississippi; and New Orleans, Louisiana. In addition to her robust court-martial and administrative board practice, Young provided personal representation services to clients throughout the region. An accomplished advocate, she makes the impossible appear routine, obtaining favorable findings at administrative separation boards and high-stakes courts-martial. Young's accomplishments this quarter were superlative and inspiring. Her impressive achievements have earned her recognition as the NLSC Junior Officer of the Quarter.

Sailor of the Quarter:  Legalman 1st Class (SW/AW) Lisa Roundtree, Region Legal Service Office (RLSO) Japan, demonstrated exceptional leadership, supervising two legalmen and mentoring 12 Sailors in the Yokosuka area. She provided dedicated paralegal support and managed countless administrative issues in support of three separate offices, ensuring all cases were tried on time and all post trial deadlines were met. During a manpower shortage, she personally processed over 500 Powers of Attorney and 300 affidavits. An active member of the Command Assessment Team and the RLSO Japan Recreation Committee, she organized a Black History Month celebration and several social events, greatly increasing cultural awareness and unit morale.  She served as Events Coordinator for the Commander, Fleet Activities Yokosuka (CFAY) First Class Petty Officer Association and was a voting member of the CFAY Blue Jacket of Year and Blue Jacket of the Quarter boards. Roundtree often volunteered her personal time to conduct base tours and help feed the homeless of Yokosuka. Her remarkable initiative, professional knowledge, and persistent positive demeanor are truly inspirational. Roundtree's initiative and dedication to duty have earned her recognition as the NLSC Sailor of the Quarter.
